The purpose is to engage, immerse, and empower citizens to have an active and positive impact in their local societies.
Windmill envisions to provide an open platform that will allow the flexibility for active citizens to interact and develop their capacity to creatively utilize their time and resources, to develop their skills through training programs that lead to a productive life. Windmill is specialized in people empowerment through social innovation, entrepreneurship, environmental awareness, social skills development, technology, media, arts, sports and culture.

GOK Wisniowa Góra is a community center in Poland dedicated to promoting cultural and digital inclusion through innovative training programs. Our experience in non-formal education has highlighted that VET educators in our region typically possess intermediate digital skills, although standardized assessments reveal gaps in accessibility and social entrepreneurship training. We acknowledge the challenges in adapting digital skills modules for adults with disabilities—such as limited adaptive tools, insufficient training modules, and cultural barriers that hinder full inclusion.
Our ongoing initiatives leverage accessible digital tools, including adaptive learning platforms, screen readers, and user-friendly video editing software, to support digital literacy. Existing programs, like local “Inclusive Digital Skills” workshops, have demonstrated strengths in community engagement but often fall short of meeting the nuanced needs of adults with disabilities. National and EU policies, such as the European Accessibility Act, bolster our commitment to accessible training, while key stakeholders—government bodies, NGOs, and educational institutions—provide vital support.

CESIE ETS is a European centre of studies and initiatives established in 2001 with a mission to promote educational innovation, participation and growth. CESIE involves people, society, the private and public sector to research and test educational methodologies that respond to social needs. We furthermore have a strong expertise in the field of social engagement: we are active in the field of employability promotion and social inclusion of disadvantaged groups (e.g., people with a migrant background and from ethnic minorities, disabled people, people living in socio-cultural disadvantage, etc.) on a daily basis. Finally, we have expertise in management and coordination of several projects focusing on innovative methodologies to increase civic, social, cultural and economic participation. As such, CESIE can count on solid networks of youth organisations and policy-makers, both at local and EU level.
